Climate Fund Managers (CFM) is a Dutch investment manager, founded in 2015 and headquartered in The Hague, that structures blended finance to draw public and private capital into climate-resilient infrastructure in emerging economies. It manages over USD 2.8 billion in assets across a multi-fund platform, financing projects from development and construction through to operations. The firm employs more than 120 development, investment, technical and ESG experts, and operates from five offices: The Hague, Cape Town, Windhoek, Singapore and Bogota.
Its funds are organised by sector. Climate Investor One invests in renewable energy across the project lifecycle; Climate Investor Two covers water, sanitation and oceans; Climate Investor Three focuses on energy transition and green hydrogen; and the GAIA Climate Loan Fund provides climate-focused private credit. Work spans areas including blended finance structuring, project development and construction financing, climate lending and ESG, with activity concentrated in Africa, Asia and Latin America.
CFM was established as a joint venture between the Dutch Development Bank (FMO) and Sanlam InfraWorks of the Sanlam Group. It works with donor organisations including the European Commission, the Green Climate Fund, USAID and the Nordic Development Fund, and describes its purpose as accelerating action to help end the climate crisis.
