Founded in 1948 and incorporated by Ordinance in 1951, the Hong Kong Housing Society (HKHS) is an independent, non-government, not-for-profit organisation and Hong Kong's second largest public housing provider. Over more than 75 years it has housed 147,346 residents across the territory, concentrating on niche markets and populations underserved by the private sector and the public rental system.
Its work spans the full housing cycle. HKHS develops public rental housing estates and subsidised sale flats, and operates sandwich class housing for income groups that fall between public and private provision. It also runs urban improvement schemes and urban renewal projects, and provides property management services for its own developments alongside commercial leasing. Beyond housing, the organisation delivers social and elderly wellness services to the communities it serves.
HKHS describes its role as a "housing laboratory", piloting innovative housing solutions, with technical work spanning urban planning, urban renewal, housing development and sustainability. The organisation is governed by Members, with a Supervisory Board and an Executive Committee drawn from professionals across different sectors of the community. It states commitments to sustainability, community engagement and environmental protection.
