Recoding America Fund is a six-year, $120 million bipartisan philanthropic initiative established in 2025 to strengthen government capacity at federal and state levels. Operating as a hybrid 501(c)(3)/501(c)(4), the fund addresses gaps in how government functions by directing resources toward building the institutional capabilities needed to compete globally and serve citizens effectively.
The fund concentrates its work across four core competencies: attracting and retaining talent in government positions; rightsizing procedures and processes to improve efficiency; building and acquiring outcome-focused technology; and establishing feedback loops between policy and implementation. This approach recognises that government effectiveness depends on people, processes, technology, and learning systems working in concert.
Beyond direct grantmaking, Recoding America Fund operates as a network convener, connecting state capacity organisations to each other, identifying gaps in the field, and helping set shared ambitious goals. The initiative brings together experts from across the political spectrum, reflecting a commitment to ideological diversity in addressing structural government challenges across all levels of administration.
